পরিযায়ী শ্রমিকদের সাথে অপরাধীদের মতো ব্যবহার করা বন্ধ হোক - সিপিআই(এম) পলিট ব্যুরো'র বিবৃতি

ভারতের কমিউনিস্ট পার্টি (মার্কসবাদী)’র পলিট ব্যুরো নিম্নলিখিত বিবৃতি জারী করেছেঃ

পরিযায়ী শ্রমিকদের সাথে অপরাধীদের মতো ব্যবহার করা বন্ধ হোক।

মহারাষ্ট্রের জালনা অঞ্চল থেকে পায়ে হেঁটে মধ্যপ্রদেশের সাহদোল জেলায় নিজেদের ঘরে ফিরে যাওয়ার উদ্দেশ্যে ১৬ জন পরিযায়ী শ্রমিকের যেভাবে মর্মান্তিক মৃত্যু হয়েছে সেই ঘটনায় ভারতের কমিউনিস্ট পার্টি (মার্কসবাদী)’র পলিট ব্যুরো গভীর যন্ত্রণা প্রকাশ করছে। এই মর্মান্তিক ঘটনাটি ঘটেছে আজ ভোর সাড়ে পাঁচটার সময়ে, যখন এই দুরভাগা মজুরেরা দীর্ঘ পথ হেঁটে যাওয়ার ক্লান্তিতে রেললাইনের উপরেই ঘুমিয়ে পড়ে।

সিপিআই(এম) এই ঘটনাকে কোন দুর্ঘটনাজনিত মৃত্যু হিসাবে দেখছে না, নিজেদের দুরবস্থায় পরিযায়ী শ্রমিকেরা মরিয়া হয়ে এভাবে হেঁটে যেতে বাধ্য হয়েছে এবং তাদের সাথে অপরাধীদের মতো ব্যাবহার করে যেভাবে কেন্দ্রীয় সরকারের তরফে বার বার এদের ঘরে ফিরে যাবার আর্জির প্রতি উদাসীনতা দেখানো হয়েছে তারই ফলাফল হিসাবে এই ঘটনাকে বিবেচনা করা হচ্ছে। এক মাসের উপর তাদের ঘরে ফেরার জন্য ট্রেনের ব্যাবস্থা করা হলনা, পরে তাদের হাতে বেঁচে থাকার মতো কোনরকম খাবার বা টাকাপয়সা না থাকা সত্বেও ট্রেনের ভাড়া চাপিয়ে দেওয়া হল – এরকম আচরণই এই বিয়োগান্তক পরিনতির কারণ।

যারা মারা গেছেন তাদের বেশিরভাগই বিভিন্ন উপজাতির মানুষ এবং সামাজিক ও অর্থনৈতিক ক্ষেত্রে গভীর অসাম্যের ফলাফলে এই মর্মান্তিক ঘটনা দেখিয়ে দিচ্ছে এদেশের বেশিরভাগ মানুষের জীবনের বাস্তবতা কেমন। সংশ্লিষ্ট ক্ষেত্রে সরকারের তরফে যে তদন্তের খবর পাওয়া যাচ্ছে তা আসলে এক বাগাড়ম্বর যাতে শুধুমাত্র এই দুর্ঘটনার পিছনে যান্ত্রিক বিভ্রাটের সম্পর্কে খোঁজ নেওয়া হচ্ছে।

সিপিআই(এম)’র পক্ষ থেকে পুনরায় দাবী জানানো হচ্ছে - আয়করের আওতায় পড়েন না এমন সকল পরিবারকে আগামী তিন মাসের জন্য ৭৫০০ টাকা করে প্রতি মাসে দিতে হবে, সমস্ত দুঃস্থ পরিবারকে বিনামুল্যে রেশন দিতে হবে, প্রত্যেক পরিযায়ী শ্রমিকের ঘরে ফেরার জন্য নিঃশুল্ক পরিবহনের যথাযথ ব্যবস্থা করতে হবে এবং এদের দুরবস্থার প্রতি সরকারের তরফে যে নিন্দনীয় ঔদাসিন্য দেখানো চলছে সেই নীতির পরিবর্তন করতে হবে। সরকারের তরফে মহারাষ্ট্রের ঘটনায় আহত এবং নিহতদের প্রত্যেক পরিবারের জন্য যথাযথ এককালীন ক্ষতিপূরণের ব্যাবস্থা করতে হবে।

The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement:

 Condemn Criminal Treatment of Migrant Workers

The Polit Bureau of the Communist Party of India (Marxist) expresses its deep shock and anguish over the tragic death of 16 migrant workers who were travelling from Jalna in Maharashtra where they were walking to their native place in Sahdol district of Madhya Pradesh. The tragedy took place at 5.30 a.m. this morning when these hapless workers, exhausted as they were, had fallen asleep on the railway track itself.

The CPI(M) is of the firm opinion that this is no accidental death but the result of the criminal apathy of the central government to the plight of the migrant workers and their unbearable state of desperation. The refusal to run trains for over a month and then to charge fares for reaching their homes when they have no money or food to survive has led to such tragedies.

The fact that the overwhelming majority of the sixteen workers whose lives were snuffed out are tribals, underlines the deep social and economic divide and inequalities that the overwhelming majority of our population face. The reported enquiry that the government is initiating is an eyewash that limits the scope to mere technicalities of the accident.

The CPI(M) reiterates the demand that the government reverses its policy of reprehensible apathy towards the plight of the migrant workers and takes up their transportation free of cost and provide every migrant worker along with all non-tax paying citizens Rs. 7500 per month as cash support for three months and free rations to all needy. This is the minimum which can barely redress the tragedy that has shocked the nation. The government must make adequate ex gratia payment of compensation for the dead and injured workers.
