রেলের বেসরকারিকরণ : অধীনতা, স্বনির্ভরতা নয়

সিপিআই (এম) এর পলিট ব্যুরো ভারতীয় রেলের বেসরকারীকরণের,বিশেষত ভারতীয় রেলের পরিকাঠামোর উপর নির্ভর করে বেসরকারী বিনিয়োগকারীদের দ্বারা যাত্রীবাহী ট্রেন চালানো সিদ্ধান্তের তীব্র বিরোধিতা করছে। স্বাধীন ভারতে প্রথম এই ধরণের ঘটনা ঘটছে।সমস্ত প্রয়োজনীয় পরিকাঠামো সহ শতাব্দী জুড়ে গড়ে তোলা রেলের যোগাযোগ ব্যবস্থাকে বেসরকারী ক্ষেত্র ব্যবহার করে যাত্রীবাহী ট্রেন চালিয়ে প্রচুর মুনাফা করবে।

ভারতীয় রেলপথ আমাদের দেশকে একসূত্রে গাঁথার এবং আমাদের দেশের কোটি কোটি মানুষের জন্য সরকারী পরিবহন ব্যবস্থা হিসাবে সবচেয়ে গুরুত্বপূর্ণ কাঠামো।আমাদের কোটি কোটি মানুষের জীবিকা ভারতীয় রেলের উপর নির্ভরশীল।এই বেসরকারিকরণ ভারতের স্বাবলম্বী অর্থনীতির ভিত্তিকে ক্ষতিগ্রস্ত করে।

বাস্তবে এই সিদ্ধান্ত কর্মসংস্থান সৃষ্টি করবে বলে যে দাবি করা হচ্ছে তা ভ্রান্ত। অতীত অভিজ্ঞতা থেকে প্রমাণিত হয়েছে যে এই ধরণের বেসরকারিকরণের ফলে কাজের বিপুল ক্ষতি হয়েছে এবং এরফলে ভারতীয় রেলওয়ের কোটি কোটি কর্মচারীর মধ্যে নিরাপত্তাহীনতা তৈরি হয়েছে ।

কীভাবে এই জাতীয় পরিবহণের বেসরকারীকরণ জনগণের উপর নজিরবিহীন অসুবিধা ও বোঝা চাপিয়ে দিয়েছে তার আন্তর্জাতিক অভিজ্ঞতা থেকে কেন্দ্রীয় সরকার ও প্রধানমন্ত্রী মোদি শিখতে অস্বীকার করেছেন।ভারতীয় রেলপথ একটি জন পরিসেবা।এটি কোন লাভজনক উদ্যোগ নয়।এই চরিত্রটিকে ধ্বংস করা যায় না।

দেশ এবং জনগণ যখন ক্রমবর্দ্ধমান কোভিড মহামারি মোকাবিলার জন্য একটি গুরুতর প্রচেষ্টার মধ্যে রয়েছে তখন এই সিদ্ধান্ত নেওয়া হয়েছে। বিশ্বব্যাপী, পাশাপাশি আমাদের দেশে আমরা দেখেছি যে স্বাস্থ্য পরিসেবার বেপরোয়া বেসরকারীকরণ ভাইরাসের বিরুদ্ধে লড়াইয়ে কীভাবে বাধা সৃষ্টি করেছে এবং বিরূপ প্রভাব ফেলেছে। স্বাস্থ্য, শিক্ষা, গণপরিবহন এমন সরকারি পরিসেবা যা বেসরকারিকরণের মাধ্যমে শক্তিশালী হয় না বরং দুর্বল হয়।

সিপিআই (এম) এর পলিট ব্যুরো কেন্দ্রীয় সরকারকে এই সিদ্ধান্তটি প্রত্যাহার করার আহ্বান জানায়।

Privatisation of Railways: Self Subservience, Not Self Reliance

The Polit Bureau of the CPI(M) strongly opposes the decision for privatisation of the Indian Railways particularly the running of passenger trains by private investors over the Indian Railways network. This is the first time that this is happening in independent India. The private sector utilising the network established over centuries with all the required infrastructure will run passenger trains making super profits.

The Indian Railways remains as the most important network uniting our country and providing public transportation for crores of our people. The livelihood of crores of our people are dependent on the railways.  Such privatisation undermines the basis of India’s self-reliant economy.

Contrary to the claim that this will boost job generation, past experience has shown that such privatisation results in a huge job loss creating insecurity for crores of employees of the Indian Railways.

The Central Government and Prime Minister Modi refuse to learn from international experience of how such privatisation of public transport has imposed unprecedented difficulties and burdens on the people. The Indian Railways is a public service. It is not a profit generating enterprise. This character cannot be undermined.

This decision has come at a time when the country and the people are in the midst of a serious effort to combat the surging Covid pandemic. Globally, as well as in our country, we have seen how reckless privatisation of health facilities have hampered and adversely affected the combat against the virus. Health, education, public transport are public services that need to be strengthened and not weakened through privatisation.

The Polit Bureau of the CPI(M) calls upon the central government to rescind this decision.
